Here is some information about how and why we perform septic inspections the way we do
New York State says we cannot inspect anything we have worked on nor work on anything we have inspected. Pumping out a septic system is considered "working on it" and requires special equipment and would be deemed a conflict of interest. In fact many times when a septic company does a pump out inspection and finds a failure, we are called in to settle the dispute because we are ultimately an unbiased third-party.
The reason why we do not want it pumped out before we inspect it is because pumping out the tank eliminates a lot of the archaeological evidence of what the tank is currently dealing with and what it has dealt with in the past including but not limited to the type and amount of scum layer, effluent and sludge in the tank. Also, without the appropriate amount of waste level in the tank it makes it more difficult to perform a load test or a dye test. In some circumstances we have coordinated with a pump truck to be ready to pump the system immediately after our inspection. If going into the inspection with a known problem of the system backing up, we have worked with the septic company to pump the level down until it is low enough for us to inspect the outgoing pipes and absorption area to try to find the cause of the problem.
We follow the New England standards of practice for septic inspections and in fact Tyler and a couple other inspectors wrote the protocol for continuing education on how to inspect septic systems and sewer lines for New York State. Tyler also teaches this standard of practice for NYS as part of the continuing education program for realtors, code inspectors and other home inspectors.

Every system can be different, especially on older systems before there were stricter regulations so we never know exactly how we will be inspecting and testing the system until we locate it and get it open.
